Unable to print correct size

I tried to have some 4K cover art printed at Staples. I gave them the files on a thumb drive and told them to print the actual size and not fit to page. At first, they looked like the correct size, but when I took them home and cut them out and tried to put them into a Blu-ray case, they were all a little bit too big. What can I do to ensure that they are printing out at the correct size?

Print them yourself using IrfanView it's free software.
